舞台是象征理性的「青之世界」，然而正在遭受由本能支配的「红之世界」的生命体NightflyO’Note的袭击与侵略。17岁的主人公麻黄Akira就职为青之世界研究员，随后因为能力出众而被提拔为最前线的战斗指挥官，受命负责横跨石垣岛和西表岛而构成的对位相外防卫机关，通称「琉球LAG」。在那里她遇见了在第五战斗单元经过激战而全军覆灭之后，于四年前成立的第六战斗单元「IS」的学生们。主人公作为教官，率领着又称「Scared Rider Xechs」的6名骑手（Rider），共同浴血奋战，应对来自异世界的攻击和威胁。在这样的生活中，他们的友情也在逐渐加深。。水银灯和真红两人从最初相遇到反目成仇的过程。共前、后两篇。。山田日後承認在開拍此片之前，已心諳渥美清的肺病步入末期，決定此章為最後一章，並安排由淺丘瑠璃子演的莉莉送寅次郎踏上人生的最後一程。分別15年後，兩人於如詩如畫的奄美大島重逢，感情依舊，鬥氣繼續，沒完沒了似的。正如山田所想，雖然系列必須完結，但始終不想為寅次郎的故事／人生劃上句號。結局如常開放，代表寅一直繼續他的旅程，日本人依然有夢。 公映後翌年，渥美清病逝，享年68歲，本片亦成為他的遺作。 Yamada knew before production began that Atsumi's health has deteriorated to such an extent that Tora-san to the Rescue would be the last film in the series.
